Section two of the potency and emissions standards come back from government action taken by President Barack Obama in Februarry month 2014, once he ordered the DOT and independent agency to develop the 2018 standards. To require impact, the rule still should be cleared by the Office of Management and Budget and be revealed as a planned decree the Federal Register with a public comment amount. Then, the DOT and independent agency should develop a Final Rule and have it cleared by the Office of Management and Budget before publication.
